Foundational skills remain a national challenge. When too many learners do not build strong reading and mathematics foundations early, learning gaps compound year after year and limit what schools can achieve, even with committed teachers. This is why the work cannot stop at individual classrooms. It needs leaders, partners, and long term capacity inside the system.
